target/arm: Convert PAC[ID]*, AUT[ID]* to decodetree

This includes PACIA, PACIZA, PACIB, PACIZB, PACDA, PACDZA, PACDB,
PACDZB, AUTIA, AUTIZA, AUTIB, AUTIZB, AUTDA, AUTDZA, AUTDB, AUTDZB.
