hw/isa/Kconfig: Fix missing dependency ISA_SUPERIO -> FDC

isa_superio_realize() calls isa_fdc_init_drives(), which is defined
in hw/block/fdc.c, so ISA_SUPERIO needs to select the FDC symbol.
